Some users will also want to research a VPN provider’s peer-to-peer (P2P) file-sharing policies. There are VPNs that block torrents. Others turn a blind eye to them, but will sell you out in a heartbeat should you be up to no good. P2P is not our main focus here, but we will note in each review whether a particular provider allows file sharing or not.

PPTP. A consortium of vendors, including U.S. Robotics, Ascend Communications (now part of Lucent Technologies), 3Com, and Microsoft, developed PPTP. VPN software implementations are more likely than hardware implementations to use PPTP, although some VPN hardware vendors (e.g., Lucent in its MAX and Pipeline communication products and Nortel in its Contivity products) use it. PPTP software implementations can't handle high volumes of traffic, but PPTP hardware implementations can. PPTP 1.2 had major flaws, but version 2.0 fixed most of the problems. However, even this version 2.0 as Microsoft has implemented it is weak cryptographically because it still relies on the user's password to generate keys. In addition, PPTP's design and heavy promotion by a few large vendors such as Microsoft have made it suspect in some quarters.

IPVanish has a clear no-logging policy and is based in the USA, which doesn’t legally require logging of user activity. By the same token, there’s few data protection requirements and, in 2016, when it was owned by its previous parent company Highwinds, IPVanish handed over detailed connection information for use as evidence by the US Department of Homeland Security, even though it claimed to keep no logs at the time. Current owner StackPath says it intends to honour its no logging policy, but it’s not clear whether any technical changes have been implemented to ensure this.
Netflix blocking paying customers might seem odd, but it's all about regions and not people. Just because you paid for Netflix in one place does not mean you're entitled to the content available on the same service but in a different location. Media distribution and rights are messy and complicated. You may or may not agree with the laws and terms of service surrounding media streaming, but you should definitely be aware that they exist and understand when you're taking the risk of breaking them. Netflix, for its part, lays out how that it will attempt to verify a user's location in order to provide content in section 6c of its Terms of Use document.
Some VPNs offer great service or pricing but little to no insight into who exactly is handling them. We considered feedback from security experts, including the information security team at The New York Times (parent company of Wirecutter), about whether you could trust even the most appealing VPN if the company wasn’t willing to disclose who stood behind it. After careful consideration, we decided we’d rather give up other positives—like faster speeds or extra convenience features—if it meant knowing who led or owned the company providing our connections. Given the explosion of companies offering VPN services and the trivial nature of setting one up as a scam, having a public-facing leadership team—especially one with a long history of actively fighting for online privacy and security—is the most concrete way a company can build trust.
IVPN goes further than the other leading candidates we considered by being transparent about who runs the service and is responsible for your privacy. The company lists its core team on its website, and its small team has an online presence on a variety of platforms. In contrast, only one employee at ExpressVPN has a public face: VP of marketing Harold Li gave us detailed answers to questions about policies and internal security, but couldn’t tell us much about who else worked there. Another major concern with VPNs is speed. In general, using a VPN is going to increase your latency (or your "ping"), and decrease the speed at which you upload or download data. It's very difficult to say definitively which VPN will have the least impact on your browsing, but extensive testing can give you some idea which service is the fastest VPN.
Setting up ExpressVPN and connecting to a VPN server was easy enough. Performance, when connected to the VPN server, was average at 49 Mb/s down and 16 Mb/s up, compared to our usual speeds of 125 Mb/s down and 20 Mb/s up. Netflix complained about a proxy being in use when we used the automatic configuration option, but it worked fine when we manually selected a local U.S. server. Amazon Prime Video played just fine, and our other internet tests completed without issue.

Countries like Germany, France or Japan are cracking down on copyright infringement, while the members of the 14 Eyes treaty have draconian data retention laws and extensive surveillance. So, if you’re looking to maximize your privacy, you might want to avoid connecting to servers in those countries.
